S-tier mobility
Jetragon stays at the top for raw flying speed. Panthalus follows as a fast late-game alternative that also fights and patrols a base. Frostallion and Shadowbeak remain useful when their element or combat role matters more than shaving seconds from a route.
A mount tier assumes its saddle or Pal equipment is available. Until then, a lower-tier mount you can actually ride has higher practical value.
S-tier base specialists
Specialists deserve a high rank only inside the station they are built to run. Anubis has fallen behind new endgame crafters in raw suitability but remains a valuable all-rounder because it is breedable earlier and covers Handiwork, Mining and Transporting.

Combat tiers are matchup sheets
Jormuntide Ignis, Frostallion, Shadowbeak, Bellanoir Libero, Necromus and Paladius are strong anchors, while 1.0 additions such as Panthalus add new choices. Their order changes when the target resists the lead element or the arena invalidates ground movement.
Before moving a combat Pal up or down, record the boss, phase, weapon plan and whether the partner skill was active. Without that context, a damage claim is not reusable advice.
How this list should be used

Pick one job: combat, mobility or a named base station.

Filter out Pals you cannot obtain or equip at your current progress.

Compare the top two by real route time or a full production cycle.

Revisit the choice after a balance patch, especially when work suitability or partner skills change.
